Born in England, Colin Churcher had a thirty-five year career associated with railways, first in England, then in Canada since 1968. In 1986 he became Director General, Railway Safety, Transport Canada, responsible for writing and passing into law the Canada Railway Safety Act. From 1989 until his retirement in 1997, he was responsible for the safe regulation of Canadian railways through the administration of the legislation. Since retirement Colin has carried out rail related work in Bolivia, Peru, Panama and Jamaica, as well as in Canada, and has studied extensively the history of Canadian railways.
